Up until a couple of months ago I would have automatically assumed that before the federal government challenges the constitutionality of a state law they would read it. But now, I understand that the President, the Homeland Security Secretary, the Attorney General, and all members of congress are exempt from the common-sense idea that they would actually read something before commenting or voting on it.
